Under existing statutory law, a basis for territorial jurisdiction is
established when “conduct” that is an element of an offense occurs in
New Jersey. In this case, there is no basis for territorial jurisdiction
in New Jersey because the elements of the charged crimes that related
to defendants’ conduct occurred entirely overseas. 3-18-15
